PRECISEU - PeRsonalised medicine Empowerment Connecting Innovation ecoSystems across EUrope
The PRECISEU project, funded by Horizon Europe, aims to connect innovation ecosystems across Europe to promote a more efficient development towards personalised healthcare. The aim is to transfer best practices and solutions from region to region and to disseminate technology-based health innovations based on advanced therapy medicinal products (ATMPs) and health data across Europe.

Project consortium
The consortium consists of 25 partners from 12 regions in eleven EU member states including Ukraine. It brings together regional authorities, innovation clusters, research infrastructures, industry, patient organisations, and networks to enable cooperation across Europe. The project is coordinated by Biocat (Catalonia). Baden-Württemberg is represented by BIOPRO and bioRN.
BIOPRO's role in the PRECISEU project
BIOPRO Baden-Württemberg focuses on the development of structures for personalised medicine, in particular through the establishment of a multi-stakeholder infrastructure for ATMPs and a mapping of ATMP centres across Europe designed for this purpose. BIOPRO is also involved in identifying barriers to market and patient access in personalised medicine. The aim is to make development processes more efficient and improve patient access to innovative therapies. BIOPRO is also actively involved in analysing and assessing the readiness of regional ecosystems with regard to the planned European Health Data Space (EHDS). The main aim here is to identify barriers to the use of health data and to improve interoperability.
Thanks to the participation of bioRN Cluster Management GmbH - Life Science Cluster Rhine-Neckar in the PRECISEU project, Baden-Württemberg is represented twice in the consortium. bioRN is contributing its expertise not only in setting up a multi-stakeholder infrastructure for ATMPs, but also in capacity building and cultural change for the introduction of personalised medicine. One focus is on improving healthcare and building a collaborative ecosystem. This includes awarding prizes for best practices in the handling of health data and the development of models for reimbursement and procurement.
Joint Interregional Projects
A central element of PRECISEU are the four Joint Interregional Projects (JIPs), which will officially start in 2026 and run for three years. They are funded by the PRECISEU project partners and the European Union and bring together leading companies, research institutions and other stakeholders to work together on innovative ATMP solutions and new approaches to health data integration. Together, the aim is to promote transnational collaboration to bring forward innovations in personalized medicine and digital health.

The call for the Expression of Interest (EoI) is currently open - a non-binding call in which interested innovators, researchers, companies and institutions can submit their project ideas and products with TRL 6-8 to participate in the JIPs. The application deadline is July 31, 2025, after which suitable project teams will be formed from the ideas submitted, who will then jointly submit a funding application for one of the four JIPs.

The EU research project PRECISEU, which was launched in June 2024 and will run for five years, aims to connect innovation ecosystems across Europe and advance personalised medicine throughout Europe. BIOPRO Baden-Württemberg is one of 25 partner organisations from eleven European countries that are working on the further development of customised healthcare as part of the research project.
